Ring the landlord or the agent first if you reasonably can. Some hold a spare set and live nearby, which ends the problem in ten minutes and costs nobody anything.

Most tenancy agreements permit a tenant to change a lock provided the landlord is told and receives a key. Both conditions matter. A landlord generally retains a right of access for repairs and inspections with proper notice, and withholding a key cuts across that. Tell them, hand over a key, and the question disappears.
